The Spectrum Management Authority (SMA) is the government agency responsible for monitoring and regulating Jamaica’s radio spectrum network. With a transparent, objective, and efficient licensing process, the SMA ensures that all operators authorized to use the spectrum comply with regulations and customer needs.
Within the functional framework of the SMA, employees are organised into various Divisions and Departments, each dedicated to specific business functions such as engineering, legal affairs, policy formulation, finance, and corporate services. The entity’s strategy for public engagement emphasises interdepartmental collaboration, enabling the SMA to deliver exceptional customer service while enhancing overall organisational efficiency. For this collaborative effort to succeed, employees need to possess strong communication skills and effective teamwork abilities.
To cultivate a culture of understanding and appreciation across all divisions and departments, several initiatives have been implemented, with the “Cultural Alignment” program being a notable example. The operations of the SMA are structured into five distinct divisions: Office of the Managing Director encompassing Information Technology, Risk Management, Internal Audit, Licensing Secretariat, Operating Systems and Special Projects, then there are Engineering encompassing Band Planning Monitoring and Inspection, Legal Affairs, Policy & Strategic Planning, Finance and Accounting, Corporate Services encompassing Administration, Procurement and Human Resources.

The Spectrum Management Authority is committed to identifying and eliminating illegal use of the spectrum. When unauthorized users are detected, we take decisive action. Our enforcement measures, carried out by inspectors appointed under the Radio and Telegraph Control Act, are further bolstered by cooperation with the Counter-Terrorism and Organized Crime Investigation Branch (C-TOC). These actions are firmly grounded in the legal frameworks of the Radio Telegraph and Control Act, Telecommunications Act, and the Broadcasting and Radio Re-diffusion Act. We stand ready to uphold the integrity of our communications infrastructure and ensure compliance with the law.
The Spectrum Management Authority (SMA) team is dedicated to fulfilling Jamaica’s international obligations in spectrum management. Our team actively participates in International Telecommunication Union (ITU) conferences, providing well-informed guidance on official voting positions that reflect Jamaica’s interests. By adhering to ITU’s spectrum management best practices, we not only ensure compliance but also position Jamaica as a respected leader in the global telecommunications arena.
The Spectrum Management Authority (SMA) stands as a pivotal advisory body to the Minister, expertly guiding decisions on all technical spectrum-related matters. The SMA has also taken on the critical role of collecting spectrum licence fees, which are seamlessly remitted to the Government of Jamaica’s Consolidated Fund through Tax Administration Jamaica. This reclassification of spectrum licence fees as tax revenue underscores the SMA’s commitment to enhancing the financial framework of our nation’s telecommunications sector.
