Biography

Mr. Cooper is a highly accomplished, PMP-certified telecommunications engineering and project management professional, bringing over 15 years of industry leadership and innovation.

Mr. Cooper was pivotal in launching the first 4G-LTE and 3G-WCDMA networks in the English-speaking Caribbean for LIME Cayman. His leadership was evident in the successful implementation of a 4G solution at the prestigious Atlantis Hotel in the Bahamas and in spearheading the restoration of the BTC network post-Hurricane Irma.

In his current role as Band Planning Manager, Mr. Cooper drives significant technical initiatives that shape Jamaica’s telecommunications infrastructure. He has meticulously provided insights for spectrum license applications, defined testing criteria for the nation’s first single-frequency FM radio station, and influenced technical recommendations on critical regulatory matters.

His contributions to the 600 MHz Band Plan and ongoing support for its national tender demonstrate his strategic vision and expertise. By aligning Jamaica’s National Frequency Allocation Table with the latest global standards, Mr. Cooper ensures the country remains at the forefront of telecommunications best practices.
