Lyndel McDonald is the Telecommunications Systems Manager at the Spectrum Management Authority (SMA), and has the responsibility for assessing available wireless technologies with regards to the radio frequency spectrum, and to develop policies and strategic plans towards the national regulatory framework. Prior to joining the SMA in May 2013, he served for thirteen (13) years at the Fair Trading Commission (FTC), providing research assistance in support of various market studies and investigating complaints of harm to consumer and competition in various industries, especially the telecommunications sector.
Lyndel has received specialized training in various telecommunications related fields from several internationally recognized institutions such as Diplo Foundation, International Telecommunications Satellite Organization (ITSO), American University Washington College of Law, LS Telecom, and United States Telecommunications Training Institute (USTTI). He is trained and certified in the fields of: Quality Management Systems (ISO9001:2015); Project Management (PMGI); Procurement (INPRI, Level 4); and Internal Controls Risk Analyst (ISO31000); Additionally, Lyndel is a Board Member of ISOC Jamaica and former Fellow of ICANN and ARIN. Lyndel holds a B.Sc in Computer Science & Mathematics and a M.Sc. Degree in Telecommunications Policy & Technology Management from the Mona School of Business & Management (MSBM), University of the West Indies.
